The Bay Area Air Quality Management District (BAAQMD) has adopted zero-NOx rules (Regulation 9, Rules 4 & 6) that effectively require electric water heaters. Beginning January 1, 2027, new natural-gas residential water heaters can no longer be sold or installed anywhere in the nine-county Bay Area, with larger commercial units following in 2029–2031.

Statewide, the California Air Resources Board (CARB) plans to end the sale of new gas-fired water heaters and furnaces by 2030 as part of California’s clean-air goals.
